The building has nine levels:
- Basement – houses the routes of heating and sanitary installations, combined sewage system
- Ground floor – access lobbies, main hall, offices, videoconferencing room, audience hall, distribution corridor, vertical circulation
- First floor – main hall, offices, distribution corridor, vertical circulations, bathrooms
- Floors 2-6 – offices, distribution corridor, vertical circulation, bathrooms, annexes
- Floor 7 – technic room, vertical circulation
